Dissolve the coffee powder in the hot water in a jug. Allow to cool. Stir in the liqueur. In a large bowl combine the soft cheese and the condensed milk with a whisk - add the condensed milk slowly or the mixture will separate. Set aside. Now lay half the biscuits at the bottom of a serving dish. Pour half the coffee and liqueur mixture over the biscuits. Cover the softened biscuits with half the soft cheese and condensed milk mixture. Then repeat with a further layer of biscuits, coffee and liqueur. Finally spread another layer of soft cheese and condensed milk mixture over the top. Dust thoroughly with cocoa powder through a sieve. Chill for at least two hours before serving.

This recipe is rich but resist the temptation to cut calories by using half-fat soft cheese or half-fat condensed milk -the topping ends up runny and won't set properly. However it does work equally well with digestive biscuits.
