Finely chop the onion, chilli, garlic and pepper and fry for about 5 minutes. Add the red wine vinegar and stir for 30 seconds. Then add the tomato juice (or a can of tomatoes), salt, pepper and oregano. Simmer for about 15 minutes.
I can't understand why you have written instructions to cook this salsa... that's the whole point of a salsa, it's raw. No offence, but this seems a little odd!
