Gently pan fry together in vegetable oil 'til soft, the onion, red pepper and garlic. Make a vegetable stock in a saucepan using 1/2 pint of water and add the chilli powder,cornflower and tomato paste stirring in. Add the fried onion/garlic to the saucepan.
Adding the rest of the ingredients,and make up to 2 pints with extra water, stir gently and heat until simmering.
