1. Put mustard in large bowl, add stripes of beef. Stir until they are well coated. Roll lightly in flour and brown well in heavy pan in hot oil. Spread them in 1.5 quart casserole.
2. Add all the remaining ingredients to fat remaining in the pan, stir well and let simmer for about 10 minutes. Stir frequently.
3. Pour this mixture over steak strips in the casserole, cover tightly and bake 2-2.5 hours in 300 oven. Stir 2 or 3 times while baking and if seems dry add a little more water.
